COVOAD Executive Committee
Kasey Harlos is the Senior Director of 211 and Disaster Response for Mile High United Way. Originally from Texas, she has more than nine years of experience in community development, resource development, project and volunteer management in nonprofit and government sectors. As a member of the United States Peace Corps, Kasey served in the Darien Gap within the Republic of Panama, where she worked on environmental health and sanitation projects to support access to clean water and the improvement of basic sanitation and hygiene methods within a small, rural indigenous community. After returning to the United States, she began her career in the nonprofit industry with Mile High United Way as part of the 211 Help Center team. Today, as Senior Director, she leads the 211 Help Center and Disaster Response teams and operations for Mile High United Way. She is responsible for the development, implementation, and execution of innovative strategies, facilitating the growth of new and continued partnerships, and further developing resources including funding, supplies and volunteer support to ensure continued innovation and excellence from the 211 Help Center and Disaster Response services are provided to communities across Colorado. Kasey is the current Chairperson of Colorado’s Voluntary Organization’s Active in Disaster (COVOAD). She has a bachelor’s degree in communication, marketing and advertisement from St. Edward’s University in Austin, and she is fluent in English, Spanish, and Embera-Wounaan. In 2023, Kasey graduated from the Denver Metro Chamber Leadership Foundation Leadership Fellows program. She is a certified yoga teacher and is also a small business owner.
Ian Anderson is a US/UK citizen with over 10 years of emergency management experience. Currently working for The Salvation Army (TSA) in Denver, Colorado, Ian is the Director of Emergency Disaster Services, covering CO, UT, WY, and MT. He also serves as the Chair for Colorado Voluntary Organizations Active in Disaster (COVOAD), a forum where CO NGO’s share knowledge and resources throughout the disaster cycle. Ian worked for The Salvation Army in New York City as the Response Coordinator and New York City Regional Manager, as well as serving as the Co-Chair for the Donations and Logistics Committee within NYC Voluntary Organizations Active in Disasters (VOAD) and liaison to the NYCEM Citywide Logistics Committee. Ian works in close collaboration with partner NGO’s, for-profits, and government sector partners to maintain vital relationships and plans. Large-scale international disaster response experience includes deployments to Haiti following the earthquakes in 2010 and earthquake, tsunami, and liquefaction in Indonesia in 2018. Ian’s domestic experience ranges from serving as the Incident Commander for TSA’s Hurricane Harvey response, to taking on the role as the Logistics Chief in New York City and the surrounding region following Hurricane Sandy, coordinating emergency feeding of 40,000+ special medical needs meals, large-scale product distributions, assisting the coordination of unsolicited donation recovery operations, as well as managing TSA’s Warehouse. Ian has received training in multiple FEMA ICS courses, Amateur Radio (KO2IAN), TSA/Mental Health Psychological First Aid, HSI Medic First Aid Train the Trainer, as well as training on the Sphere Project and Standards in International Disaster Response. Ian has earned an Executive Masters Degree in Emergency and Disaster Management at Georgetown University as well as a Bachelor of Arts Degree in Emergency Management & Business Continuity at Metropolitan College of New York.
Aaron serves as our COVOAD Secretary. Aaron has served as a disaster relief volunteer after 70 disasters, he is the president of Mountain West Voluntary Organizations Active in Disaster (MWVOAD), an 11-state coalition of disaster response non-profit organizations. He created and runs Crisis Cleanup, which enables volunteers to help more people after disasters. He received the prestigious “New Jersey State Governor’s Jefferson Award” for his service after Hurricane Sandy. Aaron received his Bachelor’s degree in Architecture from the University of Utah, and Juris Doctor from George Washington University. Aaron enjoys web programming, coalition-building, science fair projects, and being a very silly dad. He is also the author of the incredible book that everyone in Disaster Relief should read, How to Prepare for Everything: Empowering you to Face Disruption with your Community, and to Feel Good about the Future.
Joyce Glazier is the current Treasurer of COVOAD. She is a member of the Presbyterian Disaster Assistance (PDA) National Response Team since 2015. She is a team leader for PDA responsible for initial disaster damage assessments for Presbyterian Church USA facilities, churches and other property within the continental US.
In 2020, Joyce joined Red Cross as a volunteer and is trained to do damage assessments typically done for family homes, apartments and condos after a disaster.
Joyce’s professional background is 45 years in Information Technology. She has lead teams for software development and support used by the U.S. government and large corporations. She has overseen the construction of several data centers. She has also managed data center operations for software development and customer production processing.

Bernie is a volunteer with Team Rubicon and additionally works as the Emergency Manager for Northern Water.
Bernie is an experienced all-hazards Emergency Manager with a demonstrated history of working in both government and non-profit sectors. He’s skilled in Crisis Management, Intelligence Analysis, Government, Law Enforcement, and Emergency Management. Graduate of American Military University.
